Major Traffic Concerns for Proposed Mixed-Use Project in RWC

The Sobrato Organization’s proposed “Broadway Plaza” project would add 3,777 cars to Redwood City streets every day, according to a newly released environmental impact report. The proposal calls for the development of 420,000 square feet of office space (almost 100,000 s/f larger than the Box building downtown), and 520 apartment units, 120 of which will be offered below market rate. The project also includes a new standalone building for the site’s existing CVS pharmacy.
The environmental report raises concerns about the impact so many new commuters will have on traffic at the already overburdened Woodside Road/Highway 101 Interchange. A project to overhaul the interchange is currently in the design phase, and according to the city’s website, should be fully designed and funded by 2020. Construction is expected to take about 3.5 years, with a cost of $142 million. Sobrato’s environmental impact report mentions they will have to pay their fair share towards the interchange project, though it does not specify how much. Another developer, Jay Paul, will be chipping in $10 million as a part of their proposed office project at 320 Blomquist (the old Malibu site).
The environmental report suggests a couple of other things Sobrato could do to alleviate traffic concerns. One is to install a stoplight at Bay Road and 5th Avenue. The other is for Sobrato to give up a portion of their property to allow for an additional lane of traffic and a bike lane on Woodside Road.
Also noteworthy in the report is that the project would bring an estimated 1,600 – 1,700 new jobs to Redwood City, yet it offers only 520 new housing units. Next to the traffic concerns, the jobs to housing imbalance could be one of Sobrato’s biggest challenges in getting this project approved.
